This file contains the self extracting DOS / Windows 3.1 configuration utility for the ThinkPad 380XD that is used to turn hardware features on and off.  A couple of the features it manages are the COM port and screen resizing.  THere are many more things this can do and is a MUST for ThinkPad 380 owners.
